Abstract

Personnel management plays a crucial role in the effective functioning of local government administration, as it directly influences productivity, service delivery, and development outcomes. This study titled “Personnel Management in Local Government: A Case Study of Enugu South Local Government of Enugu State” examines the processes, challenges, and effectiveness of managing human resources at the local government level. The research explores key aspects of personnel management, including recruitment and selection, training and development, performance appraisal, motivation, and employee welfare. The study employs both qualitative and quantitative methods, gathering data from staff and management through questionnaires, interviews, and document analysis.

Findings reveal that while Enugu South Local Government has established structures for personnel administration, issues such as political interference, inadequate training opportunities, poor motivation, and lack of transparency in recruitment significantly hinder optimal performance. The study highlights that effective personnel management is essential for achieving the goals of local governance, as it ensures that competent and motivated employees are engaged in service delivery.

The study recommends the institutionalization of merit-based recruitment, continuous staff development programs, improved remuneration, and the adoption of modern human resource management practices to enhance efficiency and accountability. By strengthening personnel management systems, local governments like Enugu South can improve governance outcomes and contribute more meaningfully to grassroots development.

INTRODUCTION

1.1 Background to the Study

Personnel management is one of the most critical components of public administration, as it deals with the effective utilization of human resources to achieve organizational goals. In the context of local government, personnel management refers to the processes involved in recruiting, developing, motivating, and maintaining an efficient workforce responsible for implementing grassroots development programs and policies (Nwachukwu, 2018). The efficiency of any local government system largely depends on the quality and management of its personnel, since human resources remain the most valuable asset in any organization (Onah, 2019).

Local governments in Nigeria were established to bring governance closer to the people and promote local development. However, the success of these functions depends largely on how well personnel are managed (Ezeani, 2016). Personnel management in local government involves activities such as manpower planning, recruitment and selection, performance appraisal, training and development, discipline, and employee welfare (Nnadi, 2020).
