CHAPTER ONE

INTRODUCTION

1.1 Background of the Study

Water is an essential natural resource required for domestic, industrial, commercial, and recreational purposes. In urban areas, adequate access to safe and reliable water supply is critical for public health, economic development, and environmental sustainability (WHO, 2021). Rapid urbanization, population growth, and increased socio-economic activities have significantly intensified water demand in many developing regions, including Nigeria (UN-Water, 2020).

Urban water utilization refers to the pattern, quantity, and efficiency with which water resources are accessed and used by households, industries, and public institutions within cities (Gleick, 2018). In Nigeria, urban water supply systems are often characterized by inadequate infrastructure, irregular supply, poor maintenance, and heavy reliance on alternative sources such as boreholes, wells, and water vendors (Adeniyi & Yusuf, 2019). These challenges have resulted in unequal water access and varying utilization patterns across urban centers.

Delta State, one of the rapidly urbanizing states in the Niger Delta region, faces significant water supply and management challenges. Despite its abundant surface and groundwater resources, many urban residents experience limited access to potable water due to aging infrastructure, pollution, and weak institutional frameworks (Efe & Mogborukor, 2020). As a result, households adopt diverse water utilization strategies depending on location, income level, and availability of supply sources.

A comparative approach to assessing urban water utilization enables the identification of differences and similarities in water access, usage patterns, and efficiency across selected urban areas in Delta State. Such comparison provides a deeper understanding of the factors influencing water utilization and helps policymakers design targeted interventions to improve urban water management (Okonkwo & Okoye, 2018).

1.2 Statement of the Problem

Despite the importance of water to urban life, many cities in Delta State continue to face persistent water supply challenges. Public water supply systems are often unreliable, forcing residents to depend on private boreholes, sachet water, and water vendors, which may be costly and unsafe (Adeniyi & Yusuf, 2019). This situation has implications for public health, household expenditure, and environmental sustainability.

Furthermore, disparities exist in the level of water utilization among different urban areas in Delta State. While some cities may enjoy relatively better access to water infrastructure, others experience severe shortages and inefficiencies. The absence of comprehensive comparative studies on urban water utilization in the state makes it difficult to assess the extent of these disparities and their underlying causes (Efe & Mogborukor, 2020).

Without empirical evidence comparing water utilization patterns across urban centers, policy decisions may be poorly informed, leading to ineffective planning and resource allocation. Therefore, there is a need for a systematic assessment of urban water utilization in Delta State using a comparative approach to inform sustainable water management strategies.

1.3 Objectives of the Study

The main objective of this study is to assess urban water utilization in Delta State using a comparative approach.

The specific objectives are to:

Examine the major sources of water supply in selected urban areas of Delta State.

Assess patterns of water utilization among urban households.

Compare water usage levels across selected urban centers in Delta State.

Identify factors influencing urban water utilization in the study areas.

Evaluate challenges associated with urban water supply and utilization.

1.4 Research Questions

The study seeks to answer the following questions:

What are the major sources of water supply in urban areas of Delta State?

How do households utilize water in selected urban centers?

Are there significant differences in water utilization patterns among urban areas in Delta State?

What factors influence urban water utilization in the study areas?

What challenges affect efficient water utilization in urban Delta State?

1.5 Research Hypotheses

The following null hypotheses will be tested in the study:

H01: There is no significant difference in water utilization patterns among selected urban areas in Delta State.

H02: Socio-economic factors have no significant influence on urban water utilization in Delta State.

1.6 Significance of the Study

The findings of this study will be beneficial to government agencies, water management authorities, and urban planners by providing empirical data on urban water utilization patterns in Delta State. The study will also assist policymakers in designing equitable and sustainable water supply strategies. Additionally, the research will contribute to academic literature on urban water management and serve as a reference for future studies (Gleick, 2018; UN-Water, 2020).

1.7 Scope of the Study

The study focuses on selected urban areas in Delta State, Nigeria. It examines household water sources, utilization patterns, and challenges using a comparative approach. Rural communities and agricultural water use are excluded from the study.

1.8 Operational Definition of Terms

Urban Water Utilization: The pattern and quantity of water use by households and institutions in urban areas.

Comparative Approach: A method of analysis that examines similarities and differences between two or more urban areas.

Water Supply: The provision of water from natural or artificial sources for domestic and other uses.

Urban Area: A densely populated settlement characterized by developed infrastructure and economic activities.
