AGRICULTURAL POLICY AND FOOD SECURITY IN NIGERIA: AN ASSESSMENT OF BUHARI REGIME (2015-2021)
CHAPTER ONE
1.1 INTRODUCTION
The Nigerian economy historically was based on Agriculture and about 70% of the workforce is still engaged in farming basically the subsistence type. The major crops are cocao, groundnut, maize millet, sorghum, cassava, yam, soybeans, rubber, in addition, cattle, sheep, goats and pig were also reared, more so the country also practice fish farming.
Agricultural products in Nigeria are used by Agro allied industries as raw materials.
Agriculture in Nigeria has contributed an estimated large percentage of Gross Domestic product, the sector remains the largest contributors to the Nigerian economy, accounting form some percentage of the Non-oil foreign exchange earnings and also responsible for the employment of large number of the active workforce of the population.
Although the sector has suffered so much neglect by the Federal government since emerge of petroleum products in the 50’s, but its importance cannot be overemphasized in the Nigerian economy.
Agricultural policy is a process that is been put in place by the government to improve the Agricultural sector of the economy and this include the achievement of self-sufficiency in basic food supply and the attainment of security and to increase production of raw materials for industries and also to increase the processing of export crops using improved production and processing techniques.
1.2 STATEMENT OF PROBLEM
Over the years the Nigerian policy makers have maintained that the Agricultural sector is essential in generating capital for the Nigerian economy. The primary purpose of the policy is to improve Agricultural productivity in the economy. The rationale for the present study is to know why these policies have not been effective to as it ought to have been.
1.3 OBJECTIVES OF STUDY
1. To identify some of the Agricultural policies used in Nigeria between 1970 and 2008.
2. To critically examine the effectiveness of these policies in Agricultural productivity using Brass Local Government as a case study.
3. To find out the problem these policies have encountered.
1.4 RESEARCH QUESTIONS
1. What are the factors responsible for the failure the policies on Agricultural productivity?
2. Why should these policies encounter problem?
3. What are the reasons for the ineffectiveness of the policies?
What are the consequences of the failing policies?
RESEARCH HYPOTHESIS
HQ: Agricultural policies have positive impact on Agricultural productivity in Brass Local Government Area.
HA: Agricultural policies have not had positive impact on Agricultural productivity in Brass Local Government Area.
1.6 METHOD OF STUDY
In getting information for this work, I derived data from both primary and secondary sources. Primary data being the personal findings will be arrived at by personal interviews and observations for the case study. Likewise the secondary data entails consulting available literature.
The kind of data required for this research work would be quantitative in nature, they include data on male and female ranging from the ages of 18-35. And total number of one hundred persons partakes in agricultural activities, out these persons 70 engage in fish farming and 30 in calving.
1.7SAMPLING PROCEDURE AND SAMPLING SIZE
In selecting sample for the study, the probability random sampling technique would be adopted. The cluster type of probability sampling would be used to select the community were the elements occurs most, after which the desired sampling size would be selected randomly on one community.
The respondent’s opinion on Agricultural policies on productivity would be edited and also the constants posed by other non-economic factors would be picked through a systematic random method.
1.8 METHOD OF ANALYSIS: This is both descriptive and inferential analysis. But we will adopt descriptive analysis which will be in the form of tables and percentage.
Inferential statistical tool to be used, would be the Chi-square X2 statistical tool, to test the degree of association of the hypothesized variables at about 5% level of significance.
1.9 SIGNIFICANCE OF STUDY
In recent times the successive government of Nigeria has being formulating different types of policies which are intended to better the lives of the citizens. In this study we shall bring into limelight some projects, through agricultural policies on productivity that have been carried out in Brass Local government Area, how this policies have effect on the productivity of the area. The study could also examine types of problems that these policies have encountered in enhancing productivity in that area. The study could prefer solution on how best these problems could be solved.
1.10 SCOPE OF STUDY
Brass Local Government Area is predominantly on Agricultural area situated at the South East part of Bayelsa State, south- South of Nigeria were fish farming and calving are the major economic activities of the inhabitants of the area
1.11 DEFINITION OF KEY CONCEPT
Agricultural policy is a policy that is embarked upon by the government to improve the agricultural sector of an economy. Agricultural productivity is the rate at which Auricular products are been produced. This implies to both time and quantity.
